Vehicle registration is important to drive legally on the road, but it can be hard to navigate the process. But don’t worry! KPK Vehicle Registration Process (Offline)
Walk-in or offline registration can be time-consuming. So you need to know about the process beforehand to save time. Let’s discuss each step in turn:
Prepare Documents
We’ll tell you where to go for walk-in vehicle registration but first, you need to prepare the following documents:
- Original Invoice
- Sales Deed (Sales Certificate)
- ID Card (copy)
- MVE Certificate (For commercial vehicles)
For imported vehicles, you need to provide:
- Goods Declaration (GD)
- Export Certificate
- Bill of Lading
- Photocopy of Passport on whose name vehicle was imported
Visit the Relevant Office
After preparing all the documents, you need to visit the Excise and Taxation Office of your relevant district. For Peshawar, you can visit the ETO-I Office (for private vehicle registration) and the ETO-V Office (for commercial vehicle registration).
Fill the Form
After entering the office, you need to visit the counter and submit your CNIC and the original invoice. The relevant officer will then give you a form called ‘Form E’. You need to fill out details on this form like your name, father’s name, address, engine number, chassis number, etc. Carefully fill out the form and give it back to the officer. The counter officer will then send you to the ETO office. The ETO officer will mark an Assistant Sub Inspector (ASI) or an inspector to do the physical inspection of your car.
Physical Inspection
Now, you need to bring your car for the physical inspection. The ASI or inspector will check the chassis number and verify it with the information on form E. The inspector makes the report and submits it to the ETO.
You then need to go to the ETO office along with the officer. He will verify all the details before signing it. For imported vehicles, the ETO officer will confirm the vehicle details on the GD from the customs officer at the dry port. It doesn’t take long so he will verify and then sign and stamp it after cross-checking.
Receive Brochure
Then you need to visit the counter where the officer will give you a brochure. You need to cross-check all the details on it and then sign the form. The officer will then enter all the details on the computer and give you an ID. This ID declares that your process for car registration has now started.
The same officer will also give you a Challan Form. The form contains all the charges you need to pay for vehicle registration. This includes the registration fee, advance tax, penalty fee (in case of late registration), and package fee. You need to pay the cash on that same counter.
Motor Vehicle Registration Taxes
You need to pay the Motor Vehicle Registration fee at the time of registering a new vehicle at the following rates:

Advance Tax Schedule
The adjustable advance tax charges have been revised for purchase, registration or transfer. Higher rates have been prescribed for ‘non-filers’, as under:

The package includes the registration book, windscreen sticker, and number plate charges as updated by the Excise & Taxation Department, KPK.

You’re liable to pay the penalty charges (as shown in the table) for any imported vehicle, in case you fail to register it within sixty days of its import or purchase.

Receive the Registration Book
Then you need to visit the counter where the ETO or sub-inspector will give you the registration book on which all the details of your package are mentioned. He will also give you a scanned file of all the relevant papers i.e., challan form, invoice, inspection papers, etc. You can verify all the details mentioned on each document and receive the file.
Final Step
In the end, you have to visit the same ASI or inspector who inspected your car in the first place. He will verify all the details and then sign the papers. After that, you need to visit the same ETO office where he will verify all the details, sign and stamp the papers, and return the file to you.
You can get updates from the ETO officer of your receiving date during this time. On the designated day, you need to bring the file and registration book to claim the number plate. They will cross-check the details and issue the license plate and the registration certificate.
