A Guide on Obtaining a Driving License for Disabled Persons in Punjab

The law does not discriminate between able-bodied and disabled individuals when it comes to obtaining a driving license in Punjab. However, some disabilities can be limiting to the extent that an individual may not be able to drive a vehicle. In such cases, he/she may not be allowed to drive. This blog will cover how disabled individuals can obtain a driving license in Punjab and under what conditions they cannot.

Who Cannot Hold a Driving License in Punjab? 

Second Schedule of The Provincial Motor Vehicles Ordinance (MVO) 1965 clearly states that people with following medical conditions cannot hold a driving license:

  1. Epilepsy or mergi 
  2. Lunacy or pagal pan
  3. Leprosy or Jazam
  4. Night blindness
  5. Color blindness
  6. A degree of deafness which prevents the applicant from hearing, without hearing aids, the ordinary sound signals.
  7. Heart disease which is likely to produce sudden attacks of dizziness or fainting.
  8. Inability to distinguish with each eye at a distance of twenty-five yards in good daylight (with the aid of glasses, if worn) a series of seven letters and figures in white on a black ground of the same size and arrangement as those of the registration mark of a motor car.

How Can Disabled People Hold a Driving License in Punjab?

Now, let’s focus on those disabled individuals who can hold a driving license. With the exception of the eight medical conditions listed above, if you have a medical condition that somehow restricts your ability to drive, you must:

  1. Visit a doctor, get yourself examined, and obtain a medical certificate stating that your physical or mental condition does not prevent you from holding a driving license.
  2. Bring this medical certificate to a driving license center along with the vehicle you want to be tested on. For example, a motorcycle specially designed for you with two additional wheels, etc., called an Invalid Carriage.
  3. Pass the computerized traffic sign test like any ordinary applicant.
  4. Pass the driving license test on your vehicle.

The remaining process is the same for every driving license applicant in Punjab.

Driving License Fees for Disabled Drivers

In Punjab, the annual driving license fee for an Invalid Carriage driving license is Rs.480.
