A Complete Guide on Getting Learner’s Permits and Regular Driver’s Licenses In Pakistan

Today, being able to drive a car is a necessity for everyone. It helps you save money and time. Plus, it can also be a source of income – working for Uber, for example.  

No matter if you’re a business owner, a student or a housewife, knowing how to drive a car is a huge advantage. 

However, to drive a car legally and safely, you need to have a regular driving license. But before that, you’d need to get a learner’s permit.

In this detailed post, we will share with you the latest information on how to:

  1. Get a learner’s permit
  2. Get a driver’s license 

How to Get a Learner’s Permit?

You first have to apply for the learner’s permit to be able to legally sit behind the wheel. 

This permit is almost as good as a regular driving license. The only difference is it shows that you’re still a new driver, and have not passed the test of driving skills and traffic rules. Furthermore, it may require you to be supervised by a more experienced driver who holds a regular license.

You should be mindful of the fact that different cities in Pakistan have slightly different conditions to apply for a learner’s permit.

Learner’s Permit In Punjab:

Age Eligibility:

  • Motor car/Motorcycle: 18 years minimum
  • LTV, Tractor Commercial/Rickshaw: 21 years minimum
  • HTV: 23 years minimum

Required Documents:

  • An original CNIC
  • A copy of CNIC
  • A passport size picture
  • A medical certificate (only if your age is above 50).

  • The certificate must be attested by an authorized medical practitioner, serving in a district hospital. 

Fee:

  • Rs.60 postal ticket (postal stamp) for each category. 

Note:

  • The ticket has to be issued by a General Post Office or Learner’s Permit Office. As the fee can’t be paid in cash or challan form.
  • Applying for 2 categories at the same time will cost you Rs.120. 

Procedure:

Step 1:

Visit a licensing officer in person at any driving license center or eKhidmat Markaz, along with all the required documents for the mandatory verification. 

Note:

  • It’s compulsory to visit a licensing officer in person.
  • All the eKhidmat Markaz are open from Monday to Saturday, from 9 AM to 5 PM.   

Step 2:

Grab your token and wait for your turn.

Step 3:

Once the licensing officer verifies all your documents, he will put all the information into the Driving License Information Management System (DLIMS), an online system.

Step 4:

The officer will take the biometric verification of all your fingers, and will take your head shot from the camera installed on the DLIMS.

Step 5:

Get your printed learner’s driving license. 

Note:

While driving, you must be accompanied by a driver with a regular driving license.

Learner’s Permit In Sindh: 

Terms & Conditions:

  • The learner’s permit is valid for one year.

Note:

  • You can apply for the Regular License 42 days after getting the learner’s permit.
  • A driver with a learner’s permit must take along a driver that holds the regular driving license.
  • The learner has to paste the letter “L” on the front and back glasses of his car.

Required Documents:

  • An original CNIC
  • A copy of CNIC
  • 4 passport size photos

Fee:

  • Motorcycle: Rs.50
  • Motor car: Rs.100
  • Motorcycle & car (Combined): Rs.150

Procedure:

Step 1:

Make a pre-appointment through the official website of Driving License Sindh.

Step 2:

Visit the center as scheduled with all the required documents.

Step 3: 

Wait for your turn at the license center.

Step 4:

Get your biometric verification and head shot by an official representative.

Step 5: 

Receive your learner’s permit .

Note:

  • Don’t go to a driving license branch without getting the appointment and token online earlier, because of Covid-19.

Learner’s Permit in Islamabad:

Age Eligibility:

  • Motor car/Motorcycle: 18 years minimum
  • LTV, Tractor Commercial/Rickshaw: 21 years minimum
  • HTV: 23 years minimum

Required Documents:

  • A medical certificate
  • An original CNIC
  • A copy of CNIC

Note:

  • Your CNIC must have a local address of Islamabad in either permanent or temporary address.

Procedure:

Step 1:

Visit the Islamabad Traffic Police Office in F-8, Islamabad, in person.

Step 2:

Get the token from the QMS by showing your CNIC at the reception counter next to the parking area.

Step 3:

Wait for your turn in the hall.

Step 4:

After getting the call, go to the respective counter to put in your credentials and information.

Step 5:

Grab your learner’s permit.

Step 6:

Take a road safety awareness class, usually an hour long.

Note:

  • A driver with a learner’s permit must take along a driver that holds the regular driving license.

Learner’s Permit in KPK:

Age Eligibility:

  • Motor car/Motorcycle: 18 years minimum
  • LTV, Tractor Commercial/Rickshaw: 21 years minimum
  • HTV: 23 years minimum

Required Documents:

  • An original CNIC
  • A copy of your CNIC
  • A medical form
  • A fee deposit slip

Note:

  • Either permanent and temporary address must belong to KPK.
  • The medical form should be signed by a medical officer.

Procedure:

Step 1:

Get the token and wait for your turn.

Step 2:

Share your personal information with the concerning representative like:

  • Father name
  • Present address
  • Date of birth, etc.

Step 3

Provide the officials with your medical information such as:

  • Blood group
  • Height
  • Weight

Step 4:

The representative will take your headshot on the spot to store it into the database.

Step 5:

You will get a printed page that will have two portions

  • Computerized learner’s permit
  • Your details

Step 6:

Re-check all the details and if you find no error, the representative will hand over you the learner’s permit and will keep the history sheet himself for the record.

Note:

  • A driver with a learner’s permit must take along a driver that holds the regular driving license.

Learner’s Permit in Balochistan 

Age Eligibility:

  • Motorcycle/Motor car: 18 years
  • LTV: 21 years
  • HTV: 22 years

Required Documents:

  • A medical certificate
  • An attested copy of CNIC
  • A learner’s application with a pasted ticket of Rs.20

How to Get a Regular Driving License?

After getting your learner’s driving permit and then spending over 42 days at least, you may become eligible to apply for the regular driving license by taking and passing the driving test.

These requirements may however differ from province to province. 

Punjab:

Required Documents:

  • An application form (A)
  • A medical certificate
  • 3 attested passport size latest pictures
  • At least 42 days old learner’s permit
  • A pasted fees ticket on the application form     

Validity:

  • 5 years

Fee:

  • Motorcycle test: Rs.50
  • Motorcycle license: Rs.500
  • Motor car test: Rs.150
  • Motor car license: Rs.750
  • Motorcycle/Motor car test (Combined): Rs.200
  • Motorcycle/Motor car license (Combined): Rs.750 

Procedure Of Booking The Driving Test:

Step 1:

Get the driving license application form from a driving license center, or simply download it online from the DLIMS website.

Step 2:

Fill out the form

Step 3:

Submit the form with the required documents and driving license application at the driving license center to book your driving test.

Procedure Of Booking The Driving Test With Official Mobile App:

Rasta mobile app has been launched by the Punjab Information Technology Board (PITB) with the help of City Traffic Police Lahore (CTPL). The app is available on both mobile platforms of Android and IOS. With this app, you can apply online for the driving license and its test in Lahore.

Here’s how:

Step 1:

Download the Rasta App from your mobile’s app store or play store.

Step 2:

Open the app and tap on “Schedule Appointment.”

Step 3:

Choose the option of “Driving Test Appointment”

Step 4:

Fill out the form with your CNIC number. Choose your nearest location and desired type of license. Plus, book the date and time of your visit to the driving license center.

Step 5:

Tap on the “Submit” button.

Step 6:

Get a confirmation text message from the DLIMS about your booked time slot for the driving test.

Driving Test And License Issuance Procedure:

After fulfilling the procedure of driving test application. Your next challenge will be to attempt and pass the driving test as scheduled.

Step 1:

Visit the driving license center as scheduled.

Step 2:

Get your token number and wait for your turn.

Step 3:

Let an official take your headshot.

Step 4:

Take a multiple choice and theoretical test.

Step 5:

Take the on-road driving test under the inspection and supervision of a driving instructor.

Step 6:

If you pass the on-road test, and the theoretical test with at least 50% marks, you’ll be awarded with the driving license. Otherwise, you can give the test after 42 days again.

Sindh:

Required Documents:

  • An original CNIC
  • At least 42 days old learner’s driving permit
  • 4 passport size photos

Validity:

  • 3 to 5 years

Fee:

  • Motorcycle driving License: Rs.510 valid for 3 years/Rs.660 valid for 5 years
  • Car driving license: Rs.960 valid for 3 years/Rs.1260 valid for 5 years.
  • Car and motorcycle combined driving license: Rs.1410 for 3 years/Rs.1860 valid for 5 years

Procedure Of Booking The Driving Test:

Step 1:

Download the driving test application form online by visiting the official website of Traffic Police Karachi or from its official mobile app “Sindh Driving License App” or “Driving License Sindh” on your Android or iPhone respectively. 

Step 2:

Fill out the form and submit it in person at a driving license center to book your driving test according to an agreed date and time.

Driving Test And License Issuance Procedure:

Step 1:

Give a written test to get an evaluation of your knowledge on civic and traffic laws of Karachi.

Step 2:

Get an eyesight test by the medical examiners at the licensing center.

Step 3:

After passing both tests, you’ll get to attempt the on-road driving test accompanied by a driving instructor in your car.

Step 4:

Get your driving license by mail to your address in about 7 days.

Islamabad

Required Documents:

  • An original CNIC
  • 3 copies of CNIC
  • A medical fitness certificate or a Form B
  • 1 passport size photo
  • 3 copies of the learner’s permit 
  • A minimum 42 days old learner’s permit
Extra Documents Required For Outsiders In Islamabad:
  • An affidavit or a similar document from a relative, or an employer in Islamabad taking the responsibility of the applicant
  • Card of office or an affidavit of department in Islamabad

Note:

  • CNIC should have an address of Islamabad as a permanent or a temporary address.
  • The medical form should be filled by a registered medical practitioner.
  • Form B can be downloaded from the Islamabad Traffic Police (ITP) website.

Fee:

  • Professional license of Motorcycle + LTV/HTV or PSV: Rs.1500.
  • Professional license of a single category: Rs.1200
  • Nonprofessional license of motorcycle or motorcycle+Motorcar/jeep: Rs.1200
  • Driving test: Rs.200
  • Digital driving license card: Rs.400

Driving Test And License Issuance Procedure:

Step 1:

Visit the Islamabad Traffic Police (ITP) office in person.

Step 2:

Get your token and wait for your turn.

Step 3:

Let the representative take your headshot with the official camera and take your biometric verification.

Step 4:

Get your driving test form and attach the copy of your CNIC and learner’s permit slip to the form.

Step 5:

If you want to attempt the theoretical test on a touch screen, go to the touch screen test room. Otherwise, attempt the test manually at the ITP.

Step 6:

Complete the test in 4 minutes.

Step 7:

After passing the theoretical test, you need to pass the on-road driving test conducted in the traffic theme park.

Step 8:

Once you pass both tests, you have to submit your form to the licensing officer.

Step 9:

Get the license number slip on which you will find a date when you’ll be able to get your license from the delivery counter.

Note:

  • In the theoretical test, you have to answer all the ten questions.
  • To pass the test, you need to score at least 70% marks.
  • An applicant in Islamabad can get his/her driver’s license within a day, delivered to his/her home address at normal fees.

KPK:

Required Documents:

  • An original CNIC
  • A copy of CNIC
  • A fee deposit slip
  • A medical form
  • At least 42 days old learner’s permit

Fee:

  • Driving test: Rs.124 or Rs.250
  • License Issuance: Rs.600 or Rs.1200

Driving Test And License Issuance Procedure:

Step 1:

Go to the licensing center in person to get registered for the test.

Step 2:

Pass the medical test and fill out the required form.

Step 3:

Get the printed page that will mention the date, time and the location of the test.

Step 4:

After passing the examination, you have to be there at the driving license center for the biometric and signature verification.

Step 5:

You’ll be provided with a receipt that you’ll use to get your driving permit on a specified date.

Balochistan:

Required Documents:

  • An original learner’s permit of minimum 6 weeks
  • An application form (A) 
  • 2 passport size fresh photos
  • A pasted ticket showing the amount of fee paid on the license documents

Driving Test And License Issuance Procedure:

Step 1:

Visit the licensing center in person to register your name for the test.

Step 2:

Pass the medical examination and fill in the relevant form.

Step 3:

Receive the printed paper that mentions the date, time and the location of the examination.

Step 4:

After passing the test, go for the biometric and signature verification at the driving license center.

Step 5:

Take a receipt to get your driver’s license on a specified date.
