Streamlining Car Ownership Transfers: Punjab Cabinet's Initiative for a Simplified Process

The Punjab government has recently streamlined and, hopefully, simplified the process of transferring car ownership. Through consultations with the Motor Dealers Association, the government has adopted the following measures to make the car transfer procedure more efficient and hassle-free.

Simplifying Car Ownership Transfers

Car ownership transfers have long been associated with paperwork, delays, and bureaucratic hurdles. The new revisions are designed to expedite the process of transferring vehicle ownership while simultaneously reducing the burden of administrative processes.

Under the new regulations, the process becomes remarkably simpler. Following the transaction:

  • The responsibility for initiating a biometric transfer lies solely with the seller.
  • Once the necessary payment is made, the buyer is then required to complete biometric verification within 30 days.
  • Failing to meet this deadline comes with a financial consequence: a monthly penalty of Rs.10,000. The introduction of penalties is intended to encourage compliance and adherence to the revised procedures.
  • While traditional methods still stand, the National Database and Registration Authority (NADRA) family certificate, along with the inheritance certificate, can now be utilized to facilitate the transfer of ownership.

Ensuring Accountability and Operational Efficiency

The Excise Department, responsible for overseeing these changes, has not only outlined the modifications but also introduced a system of penalties to ensure their effective implementation. If biometric verification is not completed within a span of 120 days, a fresh verification process will be mandatory, accompanied by the imposition of a full penalty.

A Promising Future for Car Transfers in Punjab

As the new regulations take effect, the Punjab government’s focus on simplicity, efficiency, and accountability must be appreciated. The streamlined process should not only save time and resources but also encourage a greater degree of compliance, benefiting the government and the public alike.
