Though the Police Act 1861 has been amended multiple times, the Police in Pakistan still largely functions under this law which was enacted under the British Raj. As the British came to the Indian sub-continent to rule rather than serve the locals, they made laws which were intended to control rather than facilitate the locals. The Police Act 1861 was one of the laws.
The law which was made to keep the citizens at an arm’s length unfortunately still serves its purpose. 75 years of independence and still there’s a disconnect between the Police and the citizens. People, in general, still look upon the Police with suspicion and fear rather than respect and gratitude.
To end this, or to bridge this gap, citizens of the province of Sindh especially those living in Karachi initiated a project called the Citizens Police Liaison Committee. The committee consists of the nobles of the city which serve as a medium between the commoners and the Police. Simply put, when a citizen can’t go to the Police station and get his/her complaint registered, the same can approach a member of the liaison committee and have his/her grievance registered.

This CPLC has its HQ in Karachi but has offices in many areas of the city. In addition, CPLC is present in many districts and cities of Sindh like Hyderabad, Jamshoro, Mirpurkhas and Benazirabad.

Verify Before Buying a Car or Motorcycle
To do this, simply:
- Call their 24 hour helpline at 1102, 021-35662222 & 021-35682222 and provide them with,
- Vehicle’s Registration Number, Engine Number and Chassis Number
- The operator will tell you whether the vehicle is stolen or snatched, etc
Is Your Vehicle Stolen, Snatched or Lost and You Want to Report It?
To do this, simply:
- Call their 24 hour helpline at 1102, 021-35662222 & 021-35682222 and provide them with,
- Vehicle’s registration number, make, color, and place of incident
- The operator will also notify the Police
- Upon receipt of information from Police Control, the data of stolen / snatched vehicle will be entered in CPLC Database
Do You Want to Report Your Lost, Snatched or Stolen Mobile Phone?
Call CPLC operator at 1102, 021-35662222 & 021-35682222 anytime and provide them the following information,
- IMEI Number of the phone
- The operator will save the information in the CPLC database
- Contact PTA to block your phone
In addition, you can contact the CPLC to lodge a variety of complaints like:
- If you want to resolve a general dispute
- If you want to get a medico legal examination
- If you want to report a missing person
- If you want to report an extortion complaint
- If you want to report a kidnapping for ransom
- If you want to reopen your blocked phone
